Probably but it would take me days and not minutes. As an analogy you don't need to be an electrician to learn how to wire a plug or a seamstress to sow on a button. That is the the technical level you need to be able to use HTML and other web technologies. Once you are happy with that you can start creating web pages and linking them together etc by following the make your own website course . The course is intended to cover the technical aspects involved with building a basic website.
PersistenceStarting a website isn't difficult, but it does require time, effort and above all perseverance. You can't make your website in day, not even a week. You will definitely take many months.
